OPEC and PorchLight Communications sign $500K agreement

Colorado Springs, CO -- October 23, 2006 Colorado Springs based
OPEC, Inc. (Outside Plan Engineering Consultants) agrees to provide
PorchLight Communications with $500K in committed capital for the
deployment of fiber optic infrastructure in new developments in the
Colorado Springs area.
